In recent years we have been witness with great awe how Latin America has risen from the ashes and has been placed as preferred market for the United States and Europe to tackle the global crisis.

For example President-elect Enrique Peña Nieto gave Spain a lifeline for Galician economy closing a multimillion dollar project to revive the shipyard industry Galician Pemex’s hand.

However Knock on the evolution of this region places us in the Bolivarian countries: Bolivia, Ecuador, Venezuela and Colombia. While the other Latin-American governments are characterized because operating in a language close to Washington, the other three have chosen along with Cuba to launch a proposed state model more daring than their neighbors.

Latin America is therefore a disputed territory and Hugo Chavez is the one who takes the lead of these alternative movements against the so-called “conservatives” who maintain a proximity to the United States. In these elections Hugo Chavez has certainly been strengthened thanks to the 10-point lead over the opposition and especially Capriles turnout that reached 80%.

But as always we have to read between lines and as we approach we may see that the opposition model demand differs on the implementation of a strongest public administration and without being this project customized around a leader, a project that we could resume in a “Chavismo without Chavez”. This may be clearer if we highlight a gesture that few media and analysts have brought up, the PSUV and the Movement for Democratic Unity (Unidad) is aligned to the Fourth International Socialist.

This commitment to take away the strong connotation of the leadership role in Venezuelan socialist movement has managed to concentrate with Unidad 2 million young people who are crucial but at the same time have been with only two months to regroup to cope in regional elections that will be needed to make a real opposition in the next presidential term, these elections actually are much more important because of the ability of regions to generate the necessary public policies.

The development of public administration in Venezuela that has never existed (remember that Venezuela was a General Captaincy during the Colony and later a province in the Gran Colombia) becomes a priority and urgent to create unit to control such important issues as the violence, if Unidad actually wins in regions like Bolivar and Zulia is where the country’s energy reserves they could stop some policies from the central administration.
